Skirts are not allowed if they show part of your legs, which would attract other males. However, if they do not, and it does not look revealing, for example, your skirt is baggy and long, like a dress,then it is permissable. The same principle applies to the wearing of boots. That if they do not look too provoking, or if they reveal part of your body that you are not allowed to show, then it is not permissable, otherwise they are. Jazak'allah for your question.
