As-Salaam alaikum, We have read it in ayat/verse 172 of chapter 7 of the Holy Qur'an, Surat A'araf, where Allah Ta'ala said:--
"And when thy Lord took from the children of Adam, from their loins, their seed, and made them testify touching themselves, 'Am I not your Lord?' They said, 'Yes, we testify." (7:172)
The conversation in this verse/ayat was in a moment before creation, before time when the souls of all human beings were held within the all-encompassing embrace of the Totality of Being.
As the 9th century Baghdad based Teacher, Al-Junayd Baghdadi writes:--
"I this verse Allah tells you that He spoke to them at a time when they did not exist, except so far as they existed in Him. This existence is not the same type of as is usually attributed to Allah's creatures, it is a type of existence which only Allah knows. He sees them in the beginning when they are non-existent and unaware of their future existence in the world."
From this conversation emerged a covenant between Allah Ta'ala and mankind: the acceptance of Allah's Lordship (rububiyya) and human servant-hood ('ubudiyya) on the one hand, and the experience of Allah's nearness on the other.
