Bismillahir Rahmanir Raheem Assalamu 'Alaykum wa Rahmatullahi wa Barakatuhu. This question is a very good question, and a question that does not get asked much, may Allah reward for your thoughts regarding this matter. Like you have stated brother Walid, if there is no water available, nor is there available any dust for the purpose of tayammum, then the scholars ('ulama') have stated that it is permissable (ja'iz) to do ablution (wudhu') with zam zam water. This however does not mean that one may be allowed to perform 'istinja' with zam zam water, as the zam zam water is something that is sacred, and sacred objects need to be revered as much as they can. This issue (mas'alah), is based on the fact that many people bathe in zam zam water, and also perform ablution (wudhu'), now in cases of dire strait, like your question suggests, then where no option is available, including the dust tp perform 'tayammum', then ablution (wudhu') with zam zam water is permissable (ja'iz). May Allah the Almighty give us all the means, to perform purity, in the best of manners, and may he keep us all pure. (Amin).
