When was the Zakat first decreed and to whom?

Assalamu 'Alaykum wa Rahmatullahi wa Barakatuhu I think I have found it, after I did google search ;D According to the Quran, the Zakat was decreed from as far back as the time of Abraham: "We made them (Abraham and his sons) imams who guided in accordance with our commandments, and we taught them how to work righteousness, and how to observe the Contact Prayers (Salat) and the obligatory charity (Zakat). To us, they were devoted worshipers." 21:73 Then I also found this on islam 786 Zakaah became compulsory in the second year of the migration. It is Wajib (compulsory) to pay it immediately. To delay its payment without reason is sinful and the testimony of such a person will not be accepted. Zakaah is not Wajib upon the Prophets (alaihis salaam) because all that they own is Wakf (religious endownment) on their behalf. One of them has to be right.
