Whats allowed and whats not allowed during muharram..??
I've heard.. that marriages are not allowed..(what if they are according to sunnah..100%Islamic)..?? ...wearing new cloths are not allowed..?? ...congratulating/wishing some one is not allowed..?? etc..

There is no proof or evidence which states that marriages, or wearing new clothes, or congratulating somebody or wishing somebody is not allowed. This is the first time I have ever come across this sort of nonsense. Muharram the 10th is an 'ayyamullah', (a day of Allah). Therefore we are allowed to do all those things which the shar'iyyah permits us to do, as there is nothing to say that we cant. Please post back again for a dwelling on this particular question.
