Bismillahir Rahmanir Raheem Allah, Most Glorious and Sublime we Praise, and Infinite Blessings and Peace upon His Most Beloved and Noble Messenger, Hadrat Muhammad Mustafa (Salla Allahu ta'ala 'alayhi wa 'aalihi wa sahbihi wa Sallam)Wa'alaykum 'Assalam wa Rahmatullahi wa BarakatuhuJazak'Allah for your valued question. Yes, indeed, it is permissible to read the Blessed Qur'an al kareem on one's PC or Laptop. If one intends to 'recite' as a ritual; ibaadah, then one must observe all the adaabs as though reciting from the Book form. One must be in the state of ablution to recite as ritual and out of respect not touch the screen without ablution. And Allah, Most Sublime is All-Knowing and MercifulImam Abu Yusuf
