Bismillahir Rahmanir Raheem Wa'alaykum 'Assalam wa Rahmatullahi wa BarakatuhuAll Praise be to Allah who is the Lord of the Worlds, and may Endless Blessings be showered upon His Most Beloved, and Final Messenger of Islam, Hadrat Muhammad Mustafa Salla Allahu ta'ala 'alayhi wa 'aalihi wa SallamJazak'allah for your query. The du'a that you have posted, simply means : Fa ta barakallahu ahsanal khaliqin
'Thus may Allah bestow His Blessings upon the Most Favoured of His creation' This du'a is recited when one hears good news. It is not known that it should be recited 'x' number of times in a day, but only when the need arises. It is recited to show greatfulness, thankfulness, and gratitude. There are other more important recitations that one could recite. However in comparison to the 'darood shareef', then the 'darood shareef' should be recited more abundantly, especially in this virtuous month of Ramadan. Wallahu A'lamu BiththawaabM. Waseem Ashrafi
